TAHOE VISTA, Calif.—Like many local residents in this shorefront community, Heidi Hill Drum cherishes the breathtaking views of Lake Tahoe. But one evening earlier this month, she saw something ominous rolling across the cobalt blue waters. “It was Armageddon-like, this massive plume of black smoke,” said Ms. Hill Drum, chief executive officer of the Tahoe Prosperity Center, an economic development group for this region on the California-Nevada border.
